Toxic Rain in Florida?

I noticed some odd burns on a scrub palm plant outside of my house. I truly don't know if this is normal or not, I've never noticed this before. Maybe bugs did this, or maybe the rain was toxic. Judge for yourself. This is in Palm Bay, FL 100 miles north of West Palm Beach on the Atlantic coast.
